Der Weltkongress der Uiguren ist eine demokratische Organisation. Alle Führungsverantwortlichen werden von Delegierten aus aller Welt bei jeder Generalversammlung für drei Jahre gewählt. Der Weltkongress der Uiguren hält engen Kontakt mit den meisten uigurischen Organisationen weltweit, die mit friedlichen Mitteln für die Einhaltung von Menschenrechten, der Religionsfreiheit und Demokratie für das uigurische Volk in Ostturkestan eintreten.
